USDA commodities, which they're proposing creating these boxes out of, are surplus crops. Totally undependable. It's kindof a nice system because farmers get market value from the government for their surplus, and then the hungry get the food via a chain of:
Farmers -> USDA -> Foodbanks -> food pantries, hot meals, shelters, etc -> clients

but yeah, the yield is variable and thus, USDA product only makes up around 20% of the food that a food bank distributes to hunger relief programs (the rest is donated goods from manufacturers and bulk sourced items). The government would have to start paying a lot more to source consistent boxes.

And how the hell would you distribute them? With SNAP, people sign up at Job & Family Services, get a card in the mail, and go to the store. Sometimes I do direct distribution of grant-funded boxes, and last week it took a staff of 4 of us all day to distribute 100 boxes in a low-income high-rise (densely populated) of seniors (who are mostly at home). Can't imagine the manpower to get boxes to rural working people
