This is a problem with a lot of food programs that come through as farm subsidies. In the summers I used to feed kids in public housing with a nonprofit and every meal has to have milk with it. It technically doesn’t count as consumed unless the kids drink the milk. So ppl only get paid if the milk is drank w the meal. Also the kids can’t take the meals off site bc 1) the food might go bad 2) ‘complete nutrition’ 3) what about pernicious poor adults who steal from kids!

Anyway literally no one wants milk outside when it’s 90 degrees but the only way programs like this get through is with the power of big agra lobbies. Luv America

the milk thing is a weird requirement, must be via the grant? never heard of anything like that

and yeah, rules for take-home food and on-site feeding are very different, but i think the reasons are valid (not the adults stealing though, that seems like it was introduced as an opinion)
