Also I think plans in a single pool are required by state regulators to set their prices partly in consideration of conditions in the entire pool, and not just their own expenses, but I'm not positive exactly how that works.

OK, yeah, that makes sense. I wasn't clear on whether I should understand a "risk pool" as more than just the actuarial considerations based on the population who'd be expected to enroll in a kind of plan.
