are dvds on ioffer legit?

not like legit as in legal, they're all bootlegs obviously

but there are some movies and tv series that I can't find on top-tier or specialty trackers in anything but super-low-quality avi encodes and some ioffers have DVDs for sale. what I'm worried about is that these sellers have taken the same files I can already get and transcoded them into something they can burn onto a DVD

has anyone bought these and can vouch for quality/sourcing? either particular sellers or just ioffer in general
