Yeah but there's a long list of managers / teams who have looked good initially and secured a mid-table finish and then gone straight back down the next season, most of them with more resources than Wigan. Ipswich, Reading etc and manager wise people like Coyle, Curbishley etc who did well initially and then just lost it. Also there's the fact that Martinez basically installed that style of play at Swansea, it then got passed onto Sousa and Rodgers has just refined it. It's something Martinez carried over to Wigan whereas Rodgers wasn't really able to put his stamp on Reading during his time there. Keeping Wigan up for 3 consecutive seasons is a pretty great achievement, really. Finishing 11th with Swansea in the first Premier League season is a great achievement too, but there's nothing to say whether it was a fluke or not.
