It’s 1985 and the world teeters on the brink of calamity. President Reagan, fresh off reelection to a second term, is troubled, worrying that the slightest misstep or misunderstanding could lead to a full nuclear exchange between the world’s two great superpowers. Though he is skeptical that the Soviets can be convinced to cooperate, he’s hopeful that the new Soviet General Secretary, Mikhail Gorbachev, can be reasoned with.

For his part, Gorbachev is burdened by severe challenges created by the ongoing arms race between the two nations – the Soviet Union now has almost 40,000 nuclear warheads – but is headed for economic ruin. He too is skeptical of negotiations, considering Reagan to be a brash, ignorant cowboy. But given the state of his country, he felt compelled to accept President Reagan’s invitation to meet and discuss a potential arms control treaty in Geneva, Switzerland.

Cold warriors on both sides of the Iron Curtain, however, are deeply troubled by this development. They see Reagan and Gorbachev as naïve, foolhardy – and will stop at nothing to undermine the summit, prevent the treaty from being signed, and convince their respective heads of state that peace can be achieved only through strength, and that victory can only be obtained through force.

There’s unrest in the jungles of Nicaragua and the streets of West Berlin, as well. The paramilitary Contras and Red Army Faction fear that a treaty between the superpowers will end the proxy war that they benefit from. And Panamanian strongman Manuel Noriega has a plan to unite the paramilitaries and convince them to put aside their ideological differences in order to take down the superpowers and seize control of the world’s nuclear stockpile for his own purposes.

Meanwhile, the missile silos remain on alert. The launch officers wait at their stations. The early warning systems are quiet. The Doomsday Clock sits at seven minutes to midnight. But for how long?

Win Conditions
There are multiple ways to win the game. The possible win conditions are:

Superpower Victory (Contras & RAF destroyed)
Paramilitary Victory (US & USSR destroyed)
Communist Victory (US & Contras destroyed)
Imperialist Victory (USSR & RAF destroyed)
Faction Victory (A single faction outlasts all others)

Each player is told at the start of the game which win conditions are available to them, and they may choose to work toward whichever of the available win conditions they wish. Not all win conditions will be available to every player.

Nuclear Weapons
The US & USSR start the game with the many of the necessary (but not necessarily all the) items to initiate a nuclear launch. A player or group of players may initiate a launch in either the day or night phase; a single player with all items may initiate a launch, or multiple players with items who have connected with one another may agree to initiate one. Night phase launches are initiated by contacting the moderator. Day phase launches are initiated by vote. Missiles take one cycle to impact (e.g. a launch on Night 2 will impact on Night 3)

Items
In the event that a player holding an item is lynched, the item will be given to the highest ranking member of their faction. If they are killed, the item will be stolen by the paramilitaries. If they are killed in a nuclear attack, the item will be destroyed. [Clarification: If a paramilitary is lynched, items they hold are returned to their original faction].

Day Phase
Players may vote to LYNCH, LAUNCH, or SHELTER. Sheltering increases the probability that a player will survive a nuclear attack. In order to launch, a majority of the launching faction must vote to launch and all players possessing launch items must vote to launch. You may also RESCIND a vote.

Night Phase
At the end of the night phase, the Early Warning System will issue a report (it's probably accurate, maybe) and/or the Doomsday Clock may be updated.
On each night, Manuel Noriega may inspect a player’s ideological leanings and the Secret Service and Devyatki agents may protect a player.
On odd nights, the Contras may kill a player, Solo may inspect a player’s passport and [REDACTED] may [REDACTED].
On even nights, the RAF may kill a player, Kuryakin may inspect a player’s passport, and [REDACTED] may [REDACTED].

The Strongman: Manuel Noriega

https://en.wikipedia.org/wiki/Mafia_(party_game) is the basic idea (you may or may not have heard of/played this before), though we tend to employ bizarre variants and wrinkles to the core rules, sometimes we don't even know how they'll affect the game!
