Yeah that's the most puzzling part, what exactly is the downside of arresting him? Are they seriously worried about a wrongful arrest lawsuit? He fucking shot a guy. Apparently they didn't even give him a breathalyzer.

They are, and have said it could take them some time before they reach a decision. I'm hoping the debate is whether to arrest him for manslaughter or some degree of murder?

I would assume that the fact the cops mishandled this would complicate things

Yeah, I mean, the local police failed to determine whether he was intoxicated, misrepresented his criminal history, and ignored witnesses. I'd hope they're seriously fucked, but it's Florida, I dunno.
