I don't think the answer is that the Qarthians are supposed to be an analog of the Minoans, and that whatever continent they're on takes cues from an earlier time period. I think the answer is that it was just an accident of history that people weren't still dressing like that in the 900s or whenever.

Sure, it wasn't an accident of history that Martin wrote it that way though, although merciel describing it as pulp exoticism is more than satisfactory.
