he's required to bring it up within 18 days and it's a majority vote (a privileged resolution not subject to cloture rules or something like that)

Robert Caro's description of presidential libraries as "America's pyramids" has always seemed to me a little off. They more accurately resemble the "mortuary temples" of the later pharaohs, which were not actual tombs like the pyramids. Rather, mortuary temples perpetuated the cult of the late (but divine) pharaoh, whose body and keepsakes were entombed elsewhere (like Tut's, underground). And, like presidential "libraries", the mortuary temples had their priests - we call ours "directors", "administrative officers", and "archivists" - whose living depended on the cult. Caro's evocation of the pyramids is likely to be wrong also in another respect: whereas the pyramids have endured, the mortuary temples were all long ago reduced to Ozamandian ruins, the likely fate, I think, over the eons, of presidential libraries.

Idgaf about the museum element of prez libraries all that much but maintaining presidential papers and correspondence (which includes material written TO or even just ABOUT a presidential admin, plus loads of ephemera) is super important for historians. A huge amount of primary source research is done in these facilities and they are valuable for that reason alone.

reading between the lines I wonder how much of it had to do with the National Archives just not having the money and infrastructure:

The idea was certainly in tune with the increasingly digital nature of the presidential paper trail. In addition to millions of pages of paper, the Obama presidential records include some 300 million emails, as well as Snapchat posts, tweets and other born-digital records.

It is also in line with trends at the National Archives, which faces stagnant budgets and an exploding number of records to care for. The agency’s current strategic plan calls for digitizing all its holdings, which it estimates at amounting to some 12.5 billion pages.
