existed in the same way any number of bureaucratic or administrative positions exist in any organization the size of the American federal government. I think the real innovation is turning whats probably a totally advisory and easily ignorable job into some kind of Check and Balance.

yeah our revolution half assed it we never abolished the common law. Unfortunately that means that the Sovereign still has final say. Sucks but you can't argue with ol lizzy's god given rights.

20 years ago, the parliamentarian told the republicans they couldn't do certain things they wanted to do around the bush tax cuts. the republicans responded the same way the democrats have, by soberly acknowledging the rule of law and --

when i was 23 and fresh out of college i applied to be the city parliamentarian for a small akron exurb called canal fulton but didn't get the job because i had no experience. it was the right call on their part, if i'm being truthful

I think I first heard about the senate parliamentarian during the reconciliation portion of the ACA but they were a really big deal in 2017 when the republicans couldn't come up with a repeal bill for the ACA that could get through reconciliation
