the broccolis (the family who owns bond not the vegetable) are notoriously conservative creatively and they generally keep a pretty tight leash but i feel like die another day in all its ridiculous 90s excess was their blank check movie

Tomorrow Never Dies and World Is Not Enough are basically the same movie, which can be said of most Bonds really. There isn't a huge drop off in quality between those two but they are certainly worse than Goldeneye and both far better than Die Another Day. Die Another Day is definitely the worst of the "modern" Bonds and may just be the worst one period. It's still kind of fun I guess.
